of Science Civil Engineering - 4 Year Accredited Degree or
Construction Management Field Experience: 5-10 years onsite Quality
Assurance duties as Owner Oversight. Experienced with site/civil
construction projects as well as new and renovated improvement
projects. Civil work relating to underground utility installation
(power, water, electrical, communications), road construction,
stormwater culverts and inlets, drainage ditches, pedestrian, and
vehicle bridges, spread foundations, caissons, general vertical
building construction, structural reinforcement walls, structural
beams, concrete walls, tilt-up construction, roof and gutter
inspections, and hardscaping/landscaping. Required Training (must
be current): 40hr - HAZWOPER Training/Hazardous Materials1hr - OSHA
Competent Person for Excavation, Trenching, and Shoring
Training40hr - Radiological/Radiation Protection Training30hr -
OSHA 30 Security: Candidate must pass a CLIENT background check to
secure proper site clearance and photo ID security badge. Computer
Knowledge: Familiarity with USACE Three Phase Quality Control
Process (1st – Preparatory Phase - Prepare by reviewing all
documents and requirements, 2nd – Initial Phase - Ensure initial
kickoff work is compliant, then 3rd - Follow-up Phase as
independent verification). Familiarity with USACE Resident
Management System (RMS) software database, Procore, ProjNet,
Suretrak, or Ebuilder. Software products such as Excel, Word, Adobe
PDFs, Microsoft Projects, and Primavera Scheduling Software, Revit,
and AutoCAD. Program Policy Knowledge: USACE EM 385-1-1, Unified
Facilities Criteria (UFC) Requirements, Uniform Construction Code
(UCC), ASCE Standards, & IBC as well as other regulatory
requirements or new building codes. Previous Employment Exposure:
FEMA, US Army, NAVFAC, DOD, DOE, National Guard installations a
plus. Work Shift Durations: 5-7 days a week, 8-10 hours per day,
work in the field 80% of the time performing Quality Assurance
Inspections and Oversight on behalf of the Owner, while providing
20% of the time preparing daily reports, photograph downloading,
review of construction related documents (submittals, RFIs, shop
drawings) and report out to onsite project management team with any
actionable items. Overtime may occur on limited basis but must be
approved in writing by CLIENT prior to start. Day-To-Day
Construction Knowledge: Responsible for providing any or all the
following representative services over the course of their
assignment(s) related to Site / Civil construction: prepare daily
QA reports and submit to Owner at the end of shift, take progress
photos of installation work, perform site surveys to avoid
potential conflicts, collect existing measurement data in the
field, documenting QA inspections performed as each observation,
and observe Contractor QC testing, ensure daily punch lists are
maintained and items are closed out in a timely manner, monitor
testing and Inspection 3rd Party Agency activities and
Commissioning Agents, interpret construction drawings &
specifications, observe Health and Safety plan conformance, review
Contractor daily QC reports for compliance with contract documents,
prepare meeting minutes as necessary, monitor supply chain and
procurement equipment and material deliverables, observe and
document startup, turnover and commissioning activities. Other
Daily Qualifications: Must possess good written skills for daily
inspection reports, and correspondence between Owner and
Contractor. Must possess good oral skills for leadership role and
public speaking at meetings. Must possess good organizational
skills for tracking construction management documents (including
but not limited to: Project Photographs, Technical Submittals,
Contractor and Vendor Shop Drawings, Risk Register, Request for
Information, etc.) Must provide onsite daily walkdowns, QA
inspections, generation of open list items, and closeout
activities. Must function as liaison between Owner and contractors,
assist with resolving conflicts and identifying solutions. Must
perform tasks as quality inspector to maintain conformance with
specifications. Must NEVER direct or authorize work on behalf of
