Job Description Hybrid: Because this role involves a combination
of collaborative/in-person and independent work, it will take the
form of a hybrid work format, with time split between working
onsite and remotely.We are seeking an experienced Subcontract
Director to lead the subcontracts team for our C4ISR Business Area,
Tactical Systems Product Line. In this role, you will report
directly to the C4ISR Supply Chain Director while leading a team of
approximately five (5) direct report subcontract professionals,
with a total team of approximately ten (10) professionals at
various experience levels. This role is highly visible and will
have direct engagement with functional, product line and business
area leadership. The successful candidate will bring a strong
background in procurement and subcontracts and act as the interface
to the business area, consulting on contractual matters,
subcontracting strategies, internal and external audits, and
ensuring compliant proposals. This role is responsible for
identifying opportunities and developing strategies to reduce risk
and drive long-term affordability within the supply base. Talent
development and training management will be a major focus area for
this role.The successful candidate will provide leadership and
guidance to a team of direct reports and will be responsible for
evaluating and maintaining the appropriate staffing to support the
business area subcontract requirements. This role is responsible
for subcontracts that are fully compliant to internal policies &
procedures, Federal Acquisition rules and regulations, and public
law requirements. This role will be focused on planning,
developing, and executing training and development plans for their
team. Top level strategy for the Business Area is also a major
focus.Required Education, Experience, & Skills
- Bachelor's Degree in related discipline and 12 years or more of
directly related work experience preferably in a government
contracting environment.
- Demonstrated working experience generating, negotiating and
successfully managing major subcontracts and complex
procurements.
- Motivate and effectively manage a team of subcontracts
professionals toward meeting or exceeding program, business area,
and functional goals and objectives.
- Strong experience collaborating with cross-functional teammates
(i.e. Contracts, Engineering, Quality, Program Managers, Finance,
Compliance, etc.) and key internal/external stakeholders.
- Demonstrated knowledge of acquisition policies / procedures,
and demonstrated experience with the Federal Acquisition Regulation
(FAR), Defense Federal Acquisition Regulation Supplement (DFARS),
and Public Laws applicable to U.S. Government Procurements.
- Knowledge of the International Traffic in Arms Regulation
(ITAR) and Export Administration Regulation (EAR) and how they
relate to major subcontracts and complex procurements.
- Strong experience leading and/or supporting the development and
submittal of compliant supplier proposals, preferably in a defense
and aerospace environment.
- Candidate must be DoD Secret Clearance eligible. Willingness to
travel up to 20%-25% of the timePreferred Education, Experience, &
Skills
- Masters degree in engineering or science (MS), business (MBA)
or Juris Doctorate (JD)
- Certified Six Sigma Green/Black Belt
- Experience with AS9145 and the requirements for Advanced
Product Quality Planning (APQP)
- Professional certifications (PMP, C.P.M., C.P.S.M.)
- Experience with an Oracle ERP system.
- Earned Value Management, DTUPC/UPC and Cost Analysis
experience
- Understanding/knowledge of CPSR audits and requirements.
- Track Record developing and maintaining relationships with both
internal and external customers
- Comprehensive understanding of subcontractor solicitations and
bid analysis/process.Pay InformationFull-Time Salary Range: $128100
- $217800Please note: This range is based on our market pay
structures. However, individual salaries are determined by a
variety of factors including, but not limited to: business
considerations, local market conditions, and internal equity, as
well as candidate qualifications, such as skills, education, and
